AFGHANISTAN NEW DAWN: HUMAN RESOURCES MAXIMISATION AGAINST TERRORISM AND DROUGHT .

The Hazaras are out in force demanding the Government to do more to support their plight for security and defence against the violent offensive by the Taliban in three key provinces.

Other ethnic groups demand equal security and defence measures by the Government, e.g. the Pashto Tribes argue that their tribe is unfairly targeted by the Criminal System and the Military, respectively in excessive drug raids and anti-terrorism torture campaigns in Afghanistan and Pakistan.

From an external point of view – the point of view of someone who is not Afghan, is not portraying to know much about Afghan tribal tissues or Religious community-oriented norms – I can only say that Afghanistan is potentially a self-reliable and self-sufficient country whose biggest richness is the human factor – the multi ethnic human resources.

I remember a few decades ago when Israel adopted a policy of maximising human resources and started relocating massive groups of people, uprooting entire sub tribes of Palestinians from villages where they had over 200 years of history. The argument was: ‘maximising human resources and reducing the threat of terrorism’.

Equally, Israel started investing in cultivating in the desert. My mother’s sister husband visited Israel and Japan several times during the late 90’s decade while concluding his Agricultural Academic research and he was very impressed with how Israel could be self sufficient in the middle of nowhere, produce water miles away from a river and maximise drought with multi use production of the soil for the construction of new residential buildings in the other side of the country.

Israel was isolated against Palestine, against all neighbours and was pursuing a massive offensive against Palestine in terms of acquiring their land and moving their populations to feed the farming and the primary teaching sectors.

This historical policy of maximising land and human resources paid off because Israel has built city after city and fed their different production sectors of people who were inclined or would be happy working in that sector.

Likewise, in Afghanistan, the Taliban and other insurgent groups – coming across as a destructive force or as a liberating force raising against American invaders and social economic exclusion and oppression – are conducting a Human Resources policy, creating refugees and uprooting entire economic chains in strategic provinces.

The mistreatment of localities and misuse of human resources has always been blamed on war, invasions by foreign forces and structural difficulties faced when invaders like Russia left and before leaving decided to destroy mines, factories and plants they had build to explore Afghan land resources.

In my understanding, again as an external observer in the capacity of Editor and Founder of Afghanistan UK Bridge Magazine, Afghanistan is not in a different position to Israel as , both are well isolated .

Afghanistan natural resources don’t need to be leased to anyone because if the Afghanistan Islamic Republic conducts massive relocation that,

  1. Places Hazaras in cosmopolitan provinces with access to universities and trade hubs with airports with regular commercial flights to countries like China and Central Asia.
  2. Adopts communal farm camps to employ Refugees and people willing to work in the Government Planned Agricultural Production. I invite you to read a classic book published by UNESCO that is available online ‘ ARID ZONE RESEARCH – AGRICULTURAL PLANNING AND VILLAGE COMMUNITY IN ISRAEL
  3. Reduces employing certain tribes in Police and Military Forces that are historically associated with cases of violence and torture against fellow citizens, corruption and clientelism with correspondent mistreatment of communities they are supposed to be serving and protecting.
  4. Stops adopting Western practices of burning ceased opium when there are thousands of youth addicts on the streets. Contingency Plan to use ceased drugs to supply controlled use of drugs while rehabilitation and detoxification does not take place.
  5. Supervises, respect and exercise full duty of care to Insurgents and War detainees because they are either the ISIS of tomorrow or rehabilitated members of Afghanistan.
  6. Exercises controlled emergency relocation of populations escaping droughts to fertile places like Bamiyan . Otherwise,Exhaustive rotation practices might prove the last resort in the future in other Afghan locations.

The war will be won in terms of regaining power!

If any war was based solely on military strategies ISIS would not have destroyed so much of Syria, once a country full of intellectuals and beautiful cities. Now their orphans are scattered in adoptive homes in Lebanon, Israel and Jordan. That is not what Syrians worked for decades ago, but their failure to fight damages with readdressing power needs instead of trying to minimise damages , placed them in this situation.

To fight a war in such a scale when there are other adversaries like Weather and quick propagation of social problems like toxic dependency and homelessness,  Afghanistan has to readdress the power needs – what power and over what is going bit by bit every time a military battle takes place? Human power, human potential as a resource of production and transformation, either production of cultural, historical and scientific life or exploitation and transformation of natural resources.

The productive force of  farmers escaping droughts is there in the refugee camps while stupidly enough ,the fertile camps are elsewhere like in Bamyan Province or in inhabited phenomenal beautiful areas of Afghanistan – why not relocate  the Refugees there because  farmers are the seeds, the generators of production farms as they have the vocation and knowledge to do it naturally – ; Hazaras love producing or nurturing children that value cultural, historical and scientific work, why not relocate them to more westernised cosmopolitan urban centres?

Not only there is no other choice, because the waged hate is systematic and militarised towards chaos and destruction,  but also and mainly  the Human resource is too valuable and too great to be lost and has been the key issue of contempt in the massive military and terrorist attacks perpetrated by ISIS and others.

The tribe mosaic itself does not change the human resource value, simply places Afghan tribes into different places of the human body that Afghanistan is, because Afghan tribes are human cells to Afghanistan. All well needed is the need of antibiotics and deployment of cells  to different areas to promote health and well being in Afghanistan.
